Austrian biogas regulation: how can it be improved?

2-3% of the electricity consumed in Austria is produced from biogas or biomass, but there are still many obstacles to its use, starting from the regulations. How can the Austrian regulations on biogas be improved, overcoming the political, technical and economic barriers? How could biogas reduce the national grid costs to the individual consumers?
